Although NHS Education for Scotland has responsibility for managing the allocation and distribution of Medical ACT funding to Health Boards, this is only possible through collaboration and input from a variety of key stakeholders:

The Scottish Government

  • Sets the policy context for Medical ACT funding
  • Determines the number of medical students to be funded each year
  • Determines the policy context for overseas students, including setting the Overseas Levy amount, which contributes to the cost of teaching overseas students within the NHS

NHS Education for Scotland

  • Allocates Medical ACT funding to NHS Boards through the annual Medical ACT allocation model and distributes additional allocation funding based on bids submitted in year.
  • Administers the Overseas Levy collected from universities on behalf of the Scottish Government
  • Ensures value for money for Medical ACT expenditure through the performance management framework 
  • Collates and reviews Annual Accountability reports submitted by NHS Boards

Local Education Providers (LEPs)

  • Provide clinical placements and other teaching requirements as agreed with medical programmes; these cover Primary and Secondary Care settings 
  • Ensure the quality management of clinical placements 
  • Maintain adequate educational capacity

Medical Programmes

  • Medical Programmes are responsible for the quality of medical education delivered which includes clinical placements teaching
  • Determine a curriculum and agree clinical placements required with LEPs 
  • Set learning outcomes 
  • Set priorities for development of medical education through Regional ACT Working Groups 

Directors of Medical Education (DMEs)

  • Directors of Medical Education (DMEs) are consultants or doctors appointed to NHS Boards, with responsibility for maintaining and developing high quality medical education for medical students (and postgraduate doctors in training) within their NHS Board; these are both required by NES and the General Medical Council.
  • The DME provides strategic educational leadership to all involved in medical education in a Board, ensuring that high quality medical education is fully integrated within clinical service delivery.

Medical ACT Officers

Medical ACT Officer posts are aligned to each of the RAWGs (and with a main Medical Programme).  Within their respective RAWGs, Medical ACT Officers: 

  • Operationally manage the RAWG and the meetings schedule
  •  Support the operation of MoUs between the Medical programmes and NHS Boards/GP practices which deliver teaching within the region 
  • Manage central cost-sharing between Boards in the region 
  • Manage the approval of additional ACT allocations by RAWGs 
  • Once approved by RAWG, submit additional allocations proposals NES via the Medical ACT App

Regional ACT Working Groups (RAWGs)

  • Provide a forum to agree the strategic direction for medical education within a region.
  • Determine the use of Medical ACT funds within that region with the agreement of the member Boards
