The Scottish Government

  • Sets the policy context for Medical ACT funding
  • Determines the number of medical students to be funded each year
  • Determines the policy context for overseas students, including setting the Overseas Levy amount, which contributes to the cost of teaching overseas students within the NHS

NHS Education for Scotland

  • Sets the annual Medical ACT budget
  • Ensures that Medical ACT funding supports the delivery of clinical teaching by Health Boards to medical undergraduates in hospital and GP placements
  • Allocates Medical ACT funding to Health Boards through the annual Medical ACT allocation model
  • Ensures value for money for Medical ACT expenditure through the performance management framework
  • Manages and administers the ScotGEM Bursary on behalf of the Scottish Government
  • Manages the Overseas Levy on behalf of the Scottish Government
  • Ensures educational capacity is maintained
  • Supports the clinical teaching quality management processes undertaken by medical school programmes

Medical Programmes

  • Determine the curriculum and agree clinical placements required with Local Education Providers (LEPs)
  • Set learning outcomes in line with the GMC’s outcomes for graduates.
  • Set priorities for development of the delivery of clinical teaching by Boards through the Regional ACT Working Groups (RAWGs)
  • Take responsibility for managing the quality of medical education including clinical placements
  • Maintain their teaching infrastructure supported by the Scottish Funding Council (SFC) funding to their Health Education Institution

Regional ACT Working Groups (RAWGs)

  • Provide a forum to agree the strategic direction for undergraduate medical teaching and the operational delivery of that teaching in Boards within the programme’s region,
  • Review and approve proposals for additional allocations received by Boards, within agreed timescales
  • Review annual Measurement of Teaching data and Accountability Reports prior to submission to NES

Local Education Providers (LEPs)

  • Provide clinical placements and other teaching requirements as agreed with medical programmes
  • Engage in quality management processes for clinical placements
  • Maintain adequate educational capacity
  • Ensure GMC requirements on the Recognition and Approval of Trainers are delivered
  • Determine and provide data to Medical ACT Officers regarding the use of ACT funds
